Nez Perce Tribal Executive Committee Compensation Survey

The Nez Perce Tribe is requesting proposals for an independent contractor to provide the following professional services for the Nez Perce Tribal Government.

Compensation Survey on wages of the elected governing body of the Nez Perce Tribe, the Nez Perce Tribal Executive Committee (NPTEC).

NPTEC:

The Nez Perce Tribal Executive Committee consist of nine (9) members elected to serve three year terms, by the Tribal General Council to govern the Nez Perce Tribe.

The NPTEC authority is derived from the Constitution and Bylaws of the Nez Perce Tribe to:

To represent the Tribe in negotiations with federal, state and local governments and with private corporations, associations, and individuals and to advise and consult with government officials concerning governmental activities affecting the Tribe.

To promote and protect the health education and general welfare of the members of the Tribe, and to administer welfare aid and such other services as may contribute to the social and economic advancement of the Tribe and its members.

To administer unrestricted tribal funds

The Proposal:

The proposals should demonstrate experience in conducting wage and salary analysis for sovereign Tribal governments.

The proposal should demonstrate experience in determining suitable compensation rates/wages, in consideration of factors such as, regional, and local, wage compensation rates, inflation/cost of living adjustments, as well as, comparison to wages of elected tribal leaders in the region.

The proposal should demonstrate understanding of analysis and ranking of wages, determination of appropriate wage placement based upon analysis of information gathered.

The proposal must include qualifications, and experience working with Tribal governments, of the person, or firm submitting the RFP, and three professional references.
