INVITATION TO BID

The Fort Peck Housing Authority would like to invite all Indian Owned Economic Enterprises to submit bids on the construction of Project MT 9-1 and 9-2,

(2 – 4 bedroom single family dwelling units and 4 – 2 bedroom duplex multi-family dwelling units located on the Fort Peck Indian Reservation Montana.

1. Project MT 9-1 #03, 4BR, 510 Bluff Drive, Poplar

2. Project MT 9-1 #04 & #05, 2BR Duplex, 505 & 507 C St. West, Poplar

3. Project MT 9-2 #37 & #38, 2BR Duplex, 37 & 38 7th Ave. North, Wolf Point

4. Project MT 9-2 #40 & #41, 2BR Duplex, 40 & 41 7th Ave. North, Wolf Point

5. Project MT 9-2 #42, 4BR, 42 7th Ave. North, Wolf Point

6. Project MT 9-2 #43 & #44, 2BR Duplex, 43 & 44 7th Ave. North, Wolf Point

All bidders must submit bid security as follows: A certified check, cashier’s check or Bank Draft drawn on a Montana bank, in the amount of five percent (5%) of the bid made payable to the Fort Peck Housing Authority; or (b) a Bid Bond in the amount in the amount of five percent (5%) of the bid issued by a surety company listed in the current U.S. Treasury Circular 570 Surety Companies, acceptable on Federal Bonds. Requirements of the contract: 100% payment and performance bond; Davis Bacon minimum wages; and include all provisions as listed in the construction specifications.

Bids from Indian Owned Contractors will be received until 2:00 p.m., local time On Thursday, June 17, 2021 at the Fort Peck Housing Authority Conference Room located at 503 6th Avenue East, Poplar, Montana, after which time bids will be opened, read aloud, and considered. Bids received after this time will not be accepted. The contract will be awarded to the lowest responsible bidder, in the

event two or more qualified bidders submit responsible bids. An affidavit of non-collusion shall be submitted with the bid proposal.

The successful bidder must give, to the greatest extent feasible, preference to Indian organizations and Indian owned economic enterprises in employment and subcontracting under the primary contract. The bidder must submit proof of Indian ownership with the bid as required by 24CFR, 1000.52 and the Fort Peck Housing Authority Procurement Policy.

Specifications and drawings can be reviewed at the Fort Peck Housing Authority between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday before the bid opening date. Bid packets will be set at $50.00 per packet.

The Fort Peck Housing Authority has the right to reject any or all bids or to waive any informalities or irregularities in the bidding. Successful bidder must furnish all labor and materials or as otherwise indicated in the specifications.
