The Eastern Band of Cherokee Indians will vote today on allowing alcohol sales inside Harrah's Cherokee Casino, a move advocates say would buffer declining revenues at one of North Carolina's biggest tourism draws. The referendum will be the second time in 29 years tribe members have considered changing a law that prohibits alcohol sales on the Cherokee Indian Reservation.
