In 2007, when legislators last debated casino gambling in Massachusetts, the Mashpee Wampanoag were in the driver's seat and people testifying repeated the same word with the tribe in mind — "inevitable." But now, nearly two years later, even as the political and economic landscape has shifted on Beacon Hill, the tribe appears to be just another rider on the casino bus.
