Incumbent Jimmy Newton Jr. and newcomer Joycelyn Dutchie have been elected to the Southern Ute Indian Tribe's governing council. Newton and Dutchie bested two other candidates in a runoff election Friday after no candidate received a majority of the 357 votes cast in the Nov. 6 election. Southern Ute election law requires a majority.
