The executive officer of the tribe has resigned after three weeks on the job. Janelle Doughty, 32, is the second executive officer to resign since tribal chairman John E. Baker Jr. took office in December 1999. Arnold Santistevan resigned in August. The reason for Doughty's resignation was not immediately clear. Doughty resigned Sept. 1 and has returned to her former position as program coordinator for the tribe's victim service program. Tribal Vice Chairman Howard Richard Sr. said he will serve as acting executive officer until a replacement is found.
