Small town resisting prison on tribal land

Feuds between Indians and settlers go way back in Arizona history, but a burgeoning dispute near Tucson features a curious twist: The Native Americans are planning to build a prison in the name of economic progress, and those who live in a nearby subdivision claim it will ruin their way of life. In this case, however, the impoverished Tohono O'odham Nation appears to have the upper hand because it controls the proposed prison site.
