For the second time in a week, a North County Indian band has won litigation against the state over slot machines. Federal Judge Larry Burns ruled late Monday that the state shortchanged tribes by issuing fewer licenses than it should have under a 1999 deal legalizing Las Vegas-style gambling on Indian reservations.
