In the summer of 1983, Ron Graham became what he calls "a documents person." The Okmulgee resident wanted to apply for citizenship in the Muscogee (Creek) Nation. After going to the registration counter and giving his father's name, Graham waited for a reply. It wasn't the one he had hoped for.
