A proposed constitutional amendment billed as a way to prevent construction of huge casinos across the border in other states was rejected Wednesday by a South Dakota House committee. The State Affairs Committee voted 10-3 to kill the measure after opponents said it would lead to the unlimited expansion of gambling in South Dakota.
