Lummi Nation says it has made its final offer and won't continue wasting time negotiating with Whatcom County over the future of the Lummi Island ferry dock on the reservation. The tribe's final offer could require the county to pay $310,000 a year to continue ferry operations at Gooseberry Point, with a payment of $4 million required when the tribe applies to build a marina nearby.
