The drunks, the alcoholics, have died in his arms. They have stumbled through the hallways of his tribal administration building, panhandling for the price of their next beer. They have barreled head-on into eternity on the glass-littered back roads of Lyman County. For all those reasons, Lower Brule Chairman Michael Jandreau and his tribal council have taken a bold step on their central South Dakota reservation - banning alcohol sales even at the risk of undermining business at their own casino.
