A state judge Tuesday recommended approval of two permits needed by Kennecott Eagle Minerals Co. to mine nickel and copper in Michigan's Upper Peninsula. Richard A. Patterson, the administrative law judge, rejected a challenge by opposition groups that claimed the project would damage the environment. Patterson took 10 months to rule on the matter after a lengthy hearing in 2008.
