An Indian tribe's cigarette tax suit against New York state will not go to mediation, a federal judge has ruled. In a ruling last week, U.S. District Judge Richard Arcara in Buffalo said he will not let federal mediators try to reach an agreement between the Unkechauge Indian Nation on Long Island and the state, The Buffalo (N.Y.) News reported.
