INVITATION FOR BID IFB#209
The Navajo Housing Authority (NHA) (hereinafter called the “Owner”) invites all Licensed General Contractors for the Modernization of 28 Existing Housing Units at To’hajiilee, New Mexico on the Navajo Reservation, known as Project NM15-056.
The Owner will receive Sealed Bids until 3:00PM, (MDST) on July 31, 2012at the NHA Development & Construction Services Division, Building #1Conference Room, PO. Box 1579, Fort Defiance, AZ 86504. Bids received after the specified date and time will be returned unopened. Bids will be opened and publicly read aloud immediately after the specified closing time.
A Site Review at the Project Site will convene at 8:30 AM (MDST) followed by the Pre-Bid Conference at 10:00 AM (MDST) on July 20, 2012 at the Route 66 Casino & Hotel Conference Room in Albuquerque, New Mexico. Bidders are encouraged to attend.
This invitation is unrestricted however preference shall be given to Indian Organizations and Indian?Owned Economic Enterprises. Bid award will be in accordance with 24 CFR 1000.48, 1000.50 &1000.52. Firms wishing to qualify for Indian Preference must obtain pre-qualification packages from Terrilynn Cook, Procurement Manager at the NHA Procurement Department at North Route 54, Old Coalmine Road, Fort Defiance, Arizona 86504.
Completed Indian Preference Pre-Qualification documents must be submitted to the NHA no later than 5:00 PM (MDST), on July 20, 2012. Documents submitted after this will not be accepted.
Licensed General Contractors may obtain copies of the Bid Documents from Construction Reporter, by depositing $150.00 payable to Navajo Housing Authority for each set of bid documents obtained. Any unsuccessful bidder upon returning such sets in good condition within 10 days after the Bid Opening will be refunded their deposit. The Construction Reporter is located at1609 Second Street NW Albuquerque, NM and phone number is (505) 243-9793 and fax number is (505) 243-4758. General Contractors may request a maximum of two(2) complete sets of Bid Documents; subcontractors a maximum of one(1) complete set. Shipment of Bid Documents will be paid by the contractor.
A certified check in the amount equal to 10% of the bid payable to the Navajo Housing Authority, or a satisfactory Bid Bond executed by the bidder and acceptable sureties in the amount equal to five percent (5%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for a 100% Satisfactory Performance and Payment security in accordance with the Instructions to Bidders. The bonding company must be listed in the U.S. Treasury Circular 570, as an acceptable surety.
The Owner reserves the right to reject any and all Bids, whether within the estimated total contract price or not, and to waive any informality in the Bids received whenever such rejection or waiver is in the best interest of the Owner. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the Opening of Bids without the consent of the Owner.
