U.S. Housing and Urban Development Secretary Shaun Donovan saw the worst and best of housing Tuesday on the Rosebud Reservation but also insisted that he is seeing progress. Donovan toured the reservation with Sen. Tim Johnson, D-S.D., in preparation for a joint Senate Banking, Housing and Urban Affairs Committee field hearing today in Rapid City. One of their stops was in the Soldier Creek community west of Rosebud, where David and Regina Kills In Water are raising three young children in a dilapidated trailer with no water, electricity or sewer.
