WASHINGTON, D.C.?President Bush announced April 1 that he authorized the transfer of Governor's Island off the southern shore of Manhattan to the State of New York.
Governor's Island had been the location of a Coast Guard base and New York plans to develop the island into a campus for the City University of New York.
Federal lands deemed to be excess and not in use by the federal government are theoretically supposed to revert back to tribal ownership. There was no mention of this by the President, Gov. George Pataki or New York City Mayor Michael Bloomberg.
