The Senate passage of the Crow Water Rights Settlement Act of 2010 was a long time coming for Crow Chairman Cedric Black Eagle. Black Eagle had been working on the water compact since 1998, first with the state of Montana and then on the federal bill. “There's a sense of relief, although we're not quite done yet,” Black Eagle said Tuesday. “But just to get out of the Senate was very exciting.”
