Maine's Indian tribes are watching the Oxford casino referendum campaign with a great deal of interest, but they're staying on the sidelines as voters make up their minds. The tribes have seen their own proposals to develop resort-casinos go down at the polls, once in 2003 and again last year. A Passamaquoddy Tribe leader, Donald Soctomah, says the tribes are frustrated but they're not giving up on their dream of having a casino in the state.
