Gov. Bill Richardson says New Mexico has reached an agreement with the state Indian Affairs Department and the Navajo Nation that will clear the way for dozens of capital-outlay projects. Richardson called the agreement "historic," saying it will reduce bureaucratic red tape. The agreement is designed to streamline the Navajo Nation's approval process for capital outlay projects passed by the state Legislature and funded by the Indian Affairs Department.
