State Supreme Court Justice Rose Sconiers has issued a permanent injunction that will, pending appeal, end New York State’s plans to tax cigarettes sold on Indian reservations. The cigarette tax law was expected to raise $62 million a year for the state, and would have forced Indian retailers to charge prices
